Contested

Virginia's disputes are spreading past Loudoun and Prince William: Warren County residents near Shenandoah National Park have crowded planning meetings over a Rockland Road industrial/data center proposal, and Fairfax County residents are organizing against infill projects. Update (Sept 2026): the Warren County developer withdrew its applications in August — the project is dead for now — while the Fairfax hearing on the Plaza 500 substation was pushed to December at Dominion’s request (The River 95.3 · Alexandria Times).
