Four campuses on the Henrico line

Dominion Energy filings revealed four proposed campuses (900, 600, 200, and 1,200 MW) in eastern Goochland, one under a mile from established Henrico neighborhoods. Under a technology overlay district approved in 2025, three can proceed by right with no public hearing; only Tract's 900 MW Tuckahoe Technology Park requires a board vote. Several hundred residents packed an October 19 meeting over generators, noise, property values, and nearby schools, and a state delegate urged Goochland supervisors to reject the projects.
