Data Center Backlash
Frederick County, Maryland

Quantum Frederick campus

Paused
Quantum Maryland — a 2,100-acre campus near Adamstown

County Executive Jessica Fitzwater rejected the developer's $110 million community-benefits agreement in September after hundreds of public comments — residents objected to locking in zoning protections for eight years in exchange for vaguely defined benefits. The county's data center development pause has been extended to July 2027, and data centers are expected to dominate November's county elections. Update (Oct 2026): Quantum Maryland sued the county executive, the county, and its planning commission in October, alleging the freeze unlawfully suspended approved zoning (Technical.ly).
