Data Center Backlash
East Vincent Township, Pennsylvania

Pennhurst site data center

Rejected
1.9 million sq ft proposed at the former Pennhurst State School site

Township supervisors unanimously rejected the proposal in May 2026 over scale, water, traffic, and proximity to homes; a court battle is expected. Across Pennsylvania, municipalities have been adopting 180-day moratoriums, and the state House passed a data center "pause" bill alongside Gov. Josh Shapiro's "responsible development" plan. Update: the developer appealed the denial to the Chester County Court of Common Pleas in late June; the township has vowed an aggressive defense, with no ruling yet (VISTA Today).
